"It's the area with the lowest per capita income in the country," said engineer Eliardo Cairo, later deputy technical director of the General Directorate of Public-Private Partnerships (DGAPP)—the institution responsible for infrastructure projects, goods, and services of social interest in the Dominican Republic—in 2022 at an event organized by Revista Mercado. Cairo was referring to the southwestern part of the country and justifying the major tourism development project that the Dominican government had begun developing in 2020. This was the Cabo Rojo Tourism Development Project, in the town of Pedernales, located on the border with Haiti.

A cruise port, an airport, water transportation and treatment infrastructure, and electricity supply, as well as a road network, were already underway when, in 2022, the DGAPP issued a call for bids for the construction of the first resort hotel. This was the Iberostar Cabo Rojo, an all-inclusive resort awarded to the Spanish chain Iberostar. The hotel, scheduled to open later this year (2025), will have approximately 200 rooms on four floors.

In addition to the turquoise-water beaches of the Caribbean Sea, the resort hotel will allow guests to enjoy shared and private pools with direct access from their rooms. It will also feature a comprehensive range of water activities for the whole family, for which Amusement Logic has been selected.
