France has established a BIM strategy based on two plans: PTNB and the BIM 2022 plan, for direct application in construction projects of public infrastructures and other buildings. The Digital Transition Plan (PTNB with its French initials) has been promoted by the Ministry of Housing and formally instituted by the Ministry of Territorial Cohesion. The latter signed the BIM 2022 Plan in 2017, which stated that the BIM system should be applied to all public sector projects from that year onwards.
One of the most prominent of the latest construction projects is the Grand Paris Express. Promoted by the Paris Autonomous Transport Agency (RATP in French), this is one of the largest European infrastructure projects based on BIM methodology. It involves the development of almost 200 km of metropolitan and high-speed rail networks, with the construction of 68 new stations in the Ile-de-France region of Paris. Another large public project using the BIM system is the Europa City urban development, which is being built in Paris over an area of 800,000 m².
